Washed and waxed. I think I fucked up though. My car was covered in bugs, so I picked up some bug and tar remover. I've used it in the past with no problems, but it seemed to leave streaks in the hood...
Waxing helped, but I think it needs to be polished. I don't have a polisher yet, but it may be time to get one...

If you're certain you got all of the bug residue off, I'd bet you smeared wax that was either left on there, or got smeared because there was still bug and tar remover present when you waxed.
What was the order of your steps?
Any time I had to use kerosene (B&T remover), I did that to get rid of 0f the big bug parts, washed, then repeated both steps. Never had a problem.
It's probably a residue problem. If you're due for a polish, that will fix the problem on the surface, but if there's any residual B&T remover present, it will thin the polish slightly, and you'll have uneven results.
It would be best in the long run to start over with a wash that will strip all of your wax, then polish, then wax. If you have to use B&T remover again, be sure there is NONE of it left on the surface of the paint before you polish & wax.

EDIT: Yes, it will rain tomorrow. But you'll be all waxed up, so you won't have to sweat it. Quick detailer when you get home, and you're good.

next time just use baby oil instead of a tar remover. Much more gentle.

I'm certain I got it all off. The hood needed a lot of attention so I scrubbed it thoroughly. I rinsed, sprayed B&T, let it sit for a few minutes while I rinsed the car, then rinsed it, washed it, and rinsed it.
I'm wondering if maybe the bug and tar remover stripped away some of the wax that was there unevenly, leaving streaks. I will probably wash again next week with something to strip the wax, clay bar, and wash and wax again. I'm overdue for a clay bar anyways.
It's lots of big streaks, and they are only noticeable from certain angles. It's not the end of the world, I'm sure a machine polish would correct it, if not certainly a compound + polish will take car of it.
I think it's absolutely a case of everything is more noticeable on a black car...

You're definitely suffering from BCS (black car syndrome), but like I suspected, I think you confirmed that it is smeared wax.
It kind of sucks, but the only solution is probably to start over. Unless it's actually damaged the paint (which I doubt), a machine polish (rotary polish) probably isn't necessary, unless that's something you wanted done anyway.
